Topic: Our panel of experts will give an update on the vaccines available to our community (Dr. Bickel, MD), the current rollout of the vaccines (Mr. Rob Snyder) and tools/ resources available in our community to help deal with the stress we are all dealing with as we combat the pandemic (Ms. Dawn Parr Chappel, MA).

Stephen R. Bickel, MD, MPH—Brief Bio

Dr. Bickel is currently the medical director of the Flagler and Volusia County Health Departments, treats HIV and Hepatitis C patients at both departments, treats internal medicine patients at the Volusia Volunteers in Medicine free clinic, and is the medical consultant to the Community Care program at 9 Advent Health campuses in Florida.

Dr. Bickel has a BA from Brown University, an MD from Rush Medical College, as well as MBA and MPH degrees from UCLA. He did residency training in internal medicine at Rush, public health/preventive medicine residency training at UCLA, as well as an endocrinology research fellowship at the University of Chicago. He is board certified in internal medicine and preventive medicine, as well as being a credentialed HIV specialist and a certified hypertension clinician.

Dr. Bickel is very interested in how the social determinants of health impact our community and how we can address health disparities by improving our safety net. He has been on the Board of Directors of Flagler Cares since its inception.

Dawn Parr Chappel, MA

Licensed Marriage and Family Therapist

Bio:

Dawn is a licensed Marriage and Family therapist who has been in private practice for over 15 years. Specializing in trauma recovery, she works with couples, families and individuals.  Dawn has a bachelor’s degree in Psychology from Emory University in Atlanta, Ga.  After moving to Florida and spending many years at home with her two daughters, she decided to go back to school.  She received her master’s degree in Marriage and Family Therapy from Stetson University.

Throughout her life, Dawn has volunteered with a variety of organizations; teaching literacy skills to adults, helping mothers overcome addiction, mentoring students and healing victims of child abuse.  Locally, she has served on the boards of the Children’s Advocacy Center, the Ormond Memorial Art Museum, the Volusia County Medical Society Alliance and the Rotary club of Daytona Beach West, where she served as president and was instrumental in making this club the first Rotary Peacebuilder Club in the state of Florida.

When not at work, Dawn enjoys spending time with her fiancé, Charlie, and her family and friends, traveling and spending as much time as possible near or on the water.  She started practicing yoga and meditating over 10 years ago and swears that this is the key to her sani

Robert Snyder, Administrator Bio:

In July 2015, Mr. Snyder was appointed the administrator to the Florida Department of Health in Flagler County (DOH-Flagler). Since 2013, Mr. Snyder served as DOH-Flagler’s Business Manager, Dental Director and Quality Improvement Coordinator.

Mr. Snyder brings more than 30 years of hospital management experience to the position. Prior to coming to DOH-Flagler, he served in several capacities for Orlando Health, a network of community and specialty hospitals based in Orlando. In 2002, Bob began as Administrator of Ancillary and Support Services for Dr. P. Phillips Hospital (formerly Orlando Regional Sand Lake Hospital). He then served as Administrator of Master Facility Planning in 2006 at Orlando Regional Medical Center and as President for South Seminole Hospital from 2009-2012. Between 1982 and 2008, Bob held executive and management level positions at several hospitals, including Associate Executive Director at Humana Hospital Kissimmee, Chief Operating Officer at Waterman Medical Center, and Administrator at Memorial Hospital Flagler.

Mr. Snyder graduated from Siena College in New York with a Bachelor of Arts and earned his Master of Public Health from the University of South Carolina. He is a former commissioner with the State of Florida Commission on Excellence in Health Care and former chairman of the Small and Rural Hospital Council with the Florida Hospital Association. A member of Flagler Beach Rotary Club, Mr. Snyder is chair of the Northeast Florida Health Planning Council and serves on the boards of SMA Healthcare. Flagler Cares, Inc., and Flagler Volunteer Services.

Mr. Snyder is married to Michele and enjoys playing the drums.
